Description An application that facilitates the identification, prioritisation and progression of needs. This includes a need creation tool, an interactive discussion board focussed on concept viability and an information association manager.

Manages all competitions. Sets up assessment panels and awards contracts.

1.7   Discuss a need 

A need creates a discussion as part of the create a need process. Dependant on need status (determined by the start and end date), needs assessors can dicuss this need by use of a discussion board.

1.8   Assess Need 

It is also up to the assessors to prioritise the need. They do so by rating the need for importance and feasibility. This aggregated score forms the priority.

Once needs have been prioritised a decision on vability is undertaken by the hopper manager
